For Contact•View users, Task Groups define which group new tasks should be assigned. For example, the Housing Team may exclusively handle Housing related enquiries:

Clicking a Group name displays the contents of the group:

Click a name in either the 'In group' or 'Not in group' lists to move the user to the other category. Click Update to finish.
